Steamband Rogues

I just managed to get a Goblin Rogue up to character level 26 before it
died (sorry no char dump).   This was I think the highest in several
years of trying, I never seem to have enough skill points to activate
most of the possible Rogue pathways.   (I tried a Goblin because they're
supposed to need less experience due to being so feeble! And went for
ranged attacks so I could use the Cowardice skill as a free speed
boost.)

I only got this one so far by concentrating all my skill points on
devices and gadgets (the last few points of the utility bandolier were a
waste because even with Gadgeteer and Utility Bandolier both at 20 I
still couldn't access the last activation - Goblin penalty?)   So I was
killing stuff with fire and earth and so on and not really fighting by
hand at all.

How do you manage to get enough skill points to activate all the stuff
that opens up if you max Stealth and Disarming and Latin and all the
other things Rogues are supposed to be good at?   I've never even seen
these because I'm too busy trying to get at least one form of offence
working.   This character died at character level 26 on dungeon level 39
(she got breathed on by a Black Mariah when she lit up a room...), in
other words she only ever managed to climb about ten levels....
