IIRC, the potion is supposed to increase a few of your skills
randomly.  You don't get to choose which skills are increased; in
other words, it doesn't give you extra experience that you can spend
on skills.  If that's not what happened to you then it might be a
bug.  Do you have any skills at 100%?
