Hmmm,
how about this. Wearing missile weapons infers a [-30 AC] for close
combat.
You cant really use your ****eld or block with your missile weapon.
Hmm, except maybe with artifact/ego missile weapons since those
missile weapons should be robust enough to take a hit.
It is silly to think you miss a target because it is _closer_.

Also, maybe player cannot even shoot at point blank when affraid ?
