Angband uses mana per spell and dam per mana to balance things. The
better the first, the worse the second, while still improving damage per
spell.
Dam 1, mana 1; or dam 2, mana 3; or dam 3, mana 7.
Now, you also have that the higher damage stuff doesn't full effect
some targets, but it's not a secret or anything.
