This should be fixed by the release of 3.1.0. Still re-collecting my
thoughts on the best way to do item generation.

I intend to put it back for 3.1.0 since dungeon generation won't be
touched.

I will either revert this change or up missile dice slightly, and give a
much higher chance of them being inflated. There seems to be some
consensus about removing the extra shot from rangers, maybe that's a
better solution.

Just to be pedantic, it's 30%/20% of wounds, not of total HP. Again,
this is to be tweaked fairly soon.
