I tend to forget that new race. Kobold is not Tolkien, so I pretend that 
it does not exists (OTOH there is no half-trolls either in Tolkien world).

Does it also make up one less DEX and much weaker saving throw?

I'm not sure why archery is being weakened. Bows and xbows are dangerous 
in real life too. You might be able to avoid or partially avoid blow 
from sword because you can see it coming, but it is very hard to avoid 
xbow bolt or Longbow arrow if it is shot in close distance. It is hard 
to see and it travels fast. If Andrew thinks Ranger needs to be weakened 
remove one of the extra shots from ranger.

Long bow shot should be powerful enough that seeker arrow with big 
to_dam and kill dragon slay can kill Smaug with one shot if you shoot it 
from Bard and get critical hit. Then I think it is balanced.

Note that I don't think "balanced" as everything is equal. Balanced is 
something with no munchking but also with possibility of getting gear 
that makes Morgoth a pushover. For fun Topi Ylinen -era Zangband was 
well balanced.
