Damage is applied after the die roll.  So your beaked axe is (2d6)+4.

Melee weapon speed is a mixture of strength, dexterity, and weapon
weight.  Lighter weapons (e.g. a dagger) will give you extra blows per
round sooner than heavy weapons.  Thus a lighter weapon gets more
damage per round than a heavy weapon because the to_dam bonus adds up
faster than the die rolls.

For example, a dagger (1d4) (+2, +4) versus the beaked axe (2d6) (+2,
+4).  Not knowing your stats, let's presume strength is high enough
for 3 blows with a dagger versus 1 blow with the beaked axe.

If every blow with the dagger hits, that's a total of (3d4)+12.  The
beaked axe remains at (2d6)+4.  That's 8 more damage per round, or 4
extra damage per hit of the dagger.

Heavy weapons can get larger criticals, but they don't start
outperforming lighter weapons until your strength/dex are high enough
to get max blows/round, just like the lighter ones.

I can't speak to rangers with bows, since I know they get extra shots,
but to most cl***** all bows/xbows are equally fast unless they have
the ego Extra Shots.

That is, most cl***** get 1 shot/round regardless of sling/bow/xbow.
