Mangband's DNS is catastrophically broken (badly configured steath
nameservers).
 The server is live, your ISP just is incapable of finding it.

If you are contractually allowed to, try switching your DNS server to
OpenDNS
(www.opendns.org).  I have tested that I can get to www.mangband.org using
OpenDNS. (In fact, there are quite a few EU-hosted sites that I must use
OpenDNS
to reach, as my local ISP cannot find them either thanks to identical
catastrophic DNS configuration.)

Note: satellite broadband generally prohibits using alternate DNS
providers.
