FA on gloves

As I continue working on my patch, I've come up against gloves with FA. 
The
situation is a mess.  FA is obvious on gloves, but only sometimes, for a
user
of mage books.  Nothing about it makes sense to me.  To begin with, the
penalty ought to be about failure rates rather than mana, but that's a
different discussion I guess.


Why is it different to have gloves of FA vs ordinary gloves + ring of FA?

Why do gloves of FA not cause a penalty?  Do they feel different when
worn?

If gloves of FA feel different when worn, shouldn't warriors notice when
wielding?

If FA makes gloves feel different, why not boots and chainmail as well?
Should dwarven armor not count towards encumbrance penalties on mana?

Gloves of dex also give no penalty.
Do gloves of dex feel different from gloves of thievery [which have FA +
dex]?
