I was guessing, from Hengband, that this was possible. It makes a huge
difference in the analysis.

Precisely. A dagger just is not going to compete with a highly-enchanted
sling
in O-style, so the melee damage reduction just isn't quantitatively
significant.
The sling damage increase, and reduced need for speed items, should
compensate
until you get an effective melee weapon.
