Sale price (and buying for that matter) already do depend on CHA.  The
higher your CHA, the closer to the max purse you can actually get.
Take Ithyl-Mak (5k weapons) with a dwarf having 10 CHA.  Max gold I
can get is about 2500.  I increase CHA to 18/90 or so and then max
becomes ~3750.

I think you might be asking for something else, though.
