You are correct - it's only the current value that affects training, not
the
base value. Thus Skullcrusher will get in the way of your strength
training
a bit. Likewise you can abuse sickness and starvation to train stats
higher.
But starting strength of 6? Ugh... I guess getting Skullcrusher was the
RNG's way of saying sorry. I'd recommend trying to get the ogre quest
ASAP,
since the corpses will train your strength much faster than walking around
Burdened all the time.
