Training stats: what matters, base or current value?

I just restarted playing this game after not having played it for a
while, and I've been playing under the assumption that when training
stats, what matters is what the stat currently is regardless of the
base value. For example, I'm playing a hurthling healer right now who
started with a strength of six (yuck) and have been training it up by
burdening myself. I got a surge of power in the Big Room and the
artifact was Skullcrusher, which raises strength by 4. Right now my
base strength is 12, and I know that Burdened will only train strength
up to 15. So, basically, I want to know if I am right in not wielding
Skullcrusher while I train my strength, since holding it would boost
me up to 16, or if for the purposes of the training, it doesn't care
about anything but the base value.
