I had given the name incorrect.
It was Shui-Huo-Ti Pai. I don't know what it is in Chinese.

Is this pi not what Mah-Jong could have evolved from, if evolution was
the process that resulted in the game as it is now?

That was an industrial region.

That was a "string of Fish", clearly not Cash.
As I said before, we can not go by what the cards were called or the
dialects there were. To understand the development of an ancient game
such as mahjong, go to the heart and soul of that game. Look at the
method of play and the rules with principles in them. Focus on the
constants , not the variables.
For example, the pattern for a winning hand has been oa constant. The
requirement of a pair to win and the formation of "TRIGs" ( i.e.
trigrams) is different from all other games. What system has
correlative features?
I recall some one in this group remarked one time. "You found
similarities in I-Ching, so what?"
I take it that mens the authoritative words have been spoken and
"Cash" was the word.
Can't be too sure...after all, Culin, Himly and wilkinson ect. were
authors of mahjong genesis, calling Cash like biblical Fruits.

This is interesting and puzzling. could that have meant people need
money to buy fish or coastal area was rich with natural resource from
the sea? or fish was as good as money?
