I still play SR3, but I didn't read your question in enough detail to
try and answer it yet :)
The basis of the problem, I think, is that _someone_ decided it would be
a good idea to use Sorcery skill as a kind of dice pool, and so make it
different from just about every other skill in the game ... I'd say the
dice refresh per the dice pool rules.
(But a simpler solution is to do what I do, and ignore the whole
"splitting Sorcery skill dice" rules :)
