Expanding Martial Arts- working on a set of house rules (shadowrun)

Alright, let me just say that I hate the way martial arts are handled
in most gaming systems. They are either superpowered or incredibly
limited in scope. If a fighter only learns three techniques despite
the fact of having years of training, he isnt a martial artist, he is
a moron.
If he only practices three techniques all of his career then he will
be amazing with those techniques and a sitting duck for someone who
can counter them, since his basic technique will suck.

My solution is to let anyone throw almost any technique they can think
of. Of course when its your unarmed against a target number of 8, in
an opposed contest with that ganger rolling on a target number of 4
that flying spinning back kick may not look so attractive. However, if
you have 6 dice in unarmed and the ganger only has 2, it might seem
alot more doable.  If that ganger turns out to have 3-4 dice you might
be in for a nasty suprise.

I use 2nd edition unarmed combat set up rather than seperating defense
and offensive sections. Martial arts is supposed to be a high speed
chess match with offense and defense being blurred together. I picture
each roll reflecting an exchange of attacks and defenses, specific
technique rolls are assumed to include the setup and followthru
necessary to use that technique in a real fight. As a result I have
added the idea of improptu combinations, taking penalities on the
rolls in order to cram two or more techniques into a single exchange.
That also means that like real martial arts a lot of techniques only
exist because they work wonderfully to set up other types of
techniques.

Here is my working list of techniques I have assigned rough target
numbers and effects to, base cost for dice is the standard unarmed
before any style customization. If weapons are included in the style
base cost is 200% of the cost of  standard unarmed before style
customization.  I need to decide on the style costs for single weapon
specializations, and come up with more basic and special techniques.
Techniques that include firearms, (all military styles) also need some
work. Any suggestions on more accurate target numbers also greatly
appreciated.
