solution 4: think about the limitations inherent to the world and enforce

full body conversion is _expensive_. price tag alone is major obstacle for
getting borged. but not the only obstacle. access to most of the full
conversions should be tightly controlled - in some cases getting a borg
body should be about as easy as getting your hands on fully operational
military acpa. the same points are valid to no small percentage of the
"ordinary cybernetics". 
but i'm sure this discussion has been done to death.
