Remember also that Incompetent messes up your Street Cred or
whatever it is. But yeah, it's kind of ridiculous to let a
player take it for a skill they wouldn't ever use anyway (I
think it's already not allowed to take it for magic skills if
you can't use magic, btw).

The vehicle control rig is still there, although now it just
gives a bonus to piloting skill.
