Per "Target: Wastelands," large space stations show background counts
of 8 or 9, depending on their populations, vs the average of space
(10).
The rough rule of thumb I've pulled from this is that the base
background count of space is reduced by the station's population's 10th
power, minus 1.
That is, if the station has 1 to 10 people, background count is 10. If
the station has 100 people (10^2), the station has a background count
of 9. If the station has 1000 people (10^3) like the very largest SR
stations, the background count is 8. Presumably if you got 1 million
people on a space station (10^6), the station would have a background
count of 5, which is no longer "mana warp" conditions.
Target: Wastelands does note that the moon has a background count of 8,
so you get a bonus reduction there. 1000 people on a moon base would
reduce background count to 6.
The impact of enclosed ecologies and such are not discussed, and note
that my estimates above are based on minimal information.
