I was a bit (pleasantly) surprised at reading this at first, from you, 
but then I remembered that in addition to AoH you also use Hero System a 
lot, and from there you'd be familiar with the UnLuck disadvantage. So I 
shouldn't really be surprised, after all.

I think it's just a question of me wanting something, and seeing only 
one workable way of getting it.

If I can word the rules text correctly, it will contain sufficient 
guidance to give players a weapon that they can use to defend against GM 
abuse.
