Since the very definition of conscience is regret for wrong doing, it
would appear to me to be an unnecessary statement. Your research for
example is interesting because it attempts to define the traits needed
for a conscience in the first place.

As to out groups, yes it would make it easier for typical people- but
I wouldn't blame them for it. It's tool, much like a weapon in my
eyes.
