Well, I'm not Ben, but I think I do run PCs and NPCs in similar ways when 
the NPC has a defined background and personality - that is, when I know 
enough about them to improvise an "in-character" performance for that 
character.

For me, the differences between a PC performance and an NPC performance 
are

(a) I'm likely to be able to spend more play time focussing on the 
in-character performance while playing a PC, and
(b) I'm likely to have to split my focus between more than one NPC when 
I'm GMing.
