It is a hole in the rules.  One of well over a dozen.

I have seen people come down on each side on this.  My personal view is
that 
since the rules do not prohibit it (it is *not* an attack on or a sup****t
of 
an attack on one of your own units), it is possible for such a convoy to 
succeed.
