And the players around the abandoned Power benefit greatly,

Most Judge-moderated PBeM games operate under some variation of
the Electronic Protocol House Rules, which specify that all games
must be NoNMR (if No Moves are Received for a power, the turn will
not be adjudicated).  Eric Klien, publisher of the Dip 'zines,
Protocol and Electronic Protocol, felt that NMRs/abandonments
unbalanced the game, so he instituted a NoNMR rule for games in
his 'zines.  This got codified in the EPHR, and has influenced
Judge play ever since.
