I've seen it before. My hunch is Bayesian filters. Some spam filters
score messages based on how much they use words or combinations of
words typical of the mail expected on that server. Move orders have a
higher pro****tion of machine generated Diplomacy specific terminology
to natural language than other mails from the judge, therefore they are
more likely to score as spam on such filters. In addition to the
honesty, reliability and ability of the player not being a known
quantity, we never know what these mail services are doing on their own
servers.
