The rules are fair to everyone because we share the same rules. Just
like basketball, for someone who is short, he/she can't complaint the
rule is not fair just because not being able to slam dunk.
If Corewar is changed to all-full-speed, i believe there will be
players, newbies in 10 years time most likely, that complaint the new
rules are not fair.
What you need is variation of the rules, and hills, which are not easy
to implement unless you dedicate yourself for the development and
maintenance. It is hard&smart-work, same thing you need to create
warriors for current hills. Once the rules / hills are declared, they
become fair to everybody.
