i dont know what "tournament draw" means.  if we're simply talking
about a draw, then another game would be chess if said player is >
2750 elo and he practices for a month.  the human will lose
occasionally, w/ the bulk of his loses as black, but the draw ratio
will be very high.

actually shogi has made large strides as of late.  it's much closer
than u think.  give it 3 yrs, and the top program will achieve parity
against world's #1.

strongly solved means the program knows the game-theoretic result
given ANY position on the board (not necessarily a starting position/
opening).

of course not.  chinook cant be beaten, it can always force a draw.
but that's something i've never claimed, so i've no idea why u're
asking me this in the first place.
