Thank you for the info!  Do I have to join Winboard or UCI to use these
chess programs?  Anything that can run as stand-alone on my own PC, so I
can
play against it without connecting somewhere to the internet?

Not every engine on this site can play at expert level. Others can
play stronger, but can't be "dumbed down" to expert level.

All of the above is for Winboard engines. There is another chess
engine communication protocol called UCI, which I am not very familiar
with. A little bit of googling should give you similar sites as the
ones above, but dedicated to UCI engines.
