That will only be true if responder is strong enough to make a second
bid.

Consider these hands;

QTxxx

After the auction 1d 1s 2c, responder is nowhere near strong enough to
bid 2h.  One might argue that opener should rebid 2h instead of 2c,
but a weak first suit and a spade void would disincline opener from
making a strong rebid on a possible misfitting hand.

Or consider these hands:

Axxx

xxx

VOID
KQxx
AKxxx
xxxx

Here there is not chance for opener to bid 1d.2h, and that north hand
would be passed by many folks after 1d 1s 2c instead of iniating a
fourth suit forcng sequence.

Standard methods fail abominally when opener has a three suiter with
short spades and responder has both majors.  Weak 1nt methods fail
even worse, because the 1nt rebid with a minimum misfitting hand is
not available.
