In standard bidding, there aren't any strength requirements for
rebidding a new suit without reversing or jumping.  If you decide this
hand is strong enough to open, you can rebid your second suit.  The
only time when strength comes into it is if you have a 6-4 hand and
need to decide whether to rebid your first suit or bid the second;
here, with a weaker hand you may decide to rebid the six-card suit,
which tends to limit your hand more, while with a stronger hand you
could bid the second suit and then rebid your six-card suit next
time.  Even that isn't a hard-and-fast rule.

Some systems like K-S may impose strength requirements on the 2C
rebid, but that isn't standard.
