You are correct. 2nt as the right place in competition is rather rare.

But that was not my reason for wondering whether artificial 2nt bids
should be on by a passed hand.

My reason for wondering about that is that balanced hands with a
stopper or two that were not strong enough for immediate action become
a pretty substantial class of hands that are best described by a 2nt
bid.

Allowing responder to describe his hand (e.g., 6-8 hcps, a good spade
stopper, possibly a second stopper) means that opener has a better
shot at placing the contract in the right strain than if responder
unilaterally picks (guesses at) a suit which he does not have.

I don't myself know how compelling this argument is, but if one reads
the MSC, one sees the conflict arise every now and again.

I do not, myself, remember whether BWS includes any sort of
lebensohl / good-bad 2nt by a passed hand.  I will look it up later to
satisfy my own curiosity.
