Why do the Laws have to endorse relaxed rules in order for a club to
run such a game?  I don't imagine there is anything preventing a SO
from awarding masterpoints for such an event.  And, if there is, that
doesn't mean a club can't run the game anyway, they just wouldn't
award masterpoints.
