Well, that makes it sort of a guess whether to bid on or not.

However, with a weak jump overcall (I assume) on your left and a RHO
who didn't take any action, I think partner is odds-on to have some
values even if 3C doesn't promise it, so I vote "bad luck" for A/C and
"inferior judgment with some bad luck" for B/D.  And anyway, this is
vul at IMPs, so you don't want to miss your games.
