A stretch?  When preempted, 3S shows a good raise to 2 and 4 spades
shows a good raise to 3.  When 4H is available, 4S should tend to be
good playing strength vs. high cards.

Regardless, why skip a minor ace?  For one reason simplicity.  This
focuses partner on spades.  Spades I got.  If partner bid his DA and I
did not hold heart control could I go beyond 5S?  And even if your
following example is a possible hand, it is not the only hand type I
would expect.
