If you had ESP and knew your partner was broke you would not have
entered the auction.
So you presume partner has some hcp say around 6-8 hcp with a hand not
strong enough to come in.
Further, you have a hand which is a little stronger than what you
would normally reopen with.
Also, partner could have a maximum or near maximum that gives at least
a good play for game
e.g.  S J10xx   H xx   D xx  C KQxxx or  S Jxx   H xxx  D x  C Kxxxxx.
So I think opener should make some sort of game move and I think 3S is
the right bid to keep the ball rolling to preserve our chances for
both 3NT or 5C.

If bidding on results in a losing outcome, I would call it a good
decision but a bad outcome.
