This is a very unsual bidding sequence, at least as far as I am
concerned.
Partner's balancing double is a takeout double and show show sup****t
for all unbid suits (i.e., I am not one to double with

just in case responder has a club stack in a hand like

and we can nail them but good in 2cx).
So the two-step of bidding double then spades instead of spades could
be interpreted as showing a flexible one suited hand with some extra
values, perhaps

Axx

and thereby giving responder the go-ahead to compete in either red
suit if he has the right hand to do so (obviously, a simple balancing
2s bid would say nothing about red suit distibution).
Therefore, in a partner****p that has this agreement, competing to 3h
wouldn't be insane. I don't know whether its imp expectancy is plus
or minus (on a heart lead, heart continuation, declarer has a lot of
work to do) but I sure wouldn't bid it unless I had a firm agreement
in place that the balancing double guaranteed suppot for all suits.
