I would have bid it this way, for better or worst:

South     West     North     East
 (1D)        P          (1S)       1N (16-18 bal.)
   P          P          Dbl*        P* (maximum or two suited with C
+H or D+S)
   P        Rdbl*       P           P
  2C*        P           P           P

Rdbl* = basically forced by the pass
2C* = likely outcome
