I completely understand your point of view but with:

In some partner****p you would here the 2H weak jump overcall.
Admittedly a light one, but some partner****ps are playing very light
weak jumps nowadays for various reasons. And besides the problem may
occur if the auction goes:
South West North East
(1D) P (1S) 2C
(2S) P (3S*) ?
3S* = preemptive reraise
