Why do you think this bid should be as weak as 13-14.  What you need
to think about is how bad a hand the 1M bidder could have, to realize
how suicidal this is. So yes it still shows 18-19 and a stopper in the
overcaller's suit.

basically same as before but with a stopper in the overcaller's suit
