I don't want to discourage improvers either, but the way to resolve
this (and other problems) might be for the Laws to give clubs the
authority to designate some -- not all -- of their games as relaxed-
rules games.  If that were the situation, then the improvers could
practice their methods in a less demanding environment and (hopefully)
be competent with them in a tournament setting.
