It is a guess, but my guess is its percentage to balance with double.
You have only 10 HCP, RHO is a passed hand and LHO will usually have
around 7-9 HCP for his preempt, so partner rates to have approximately
an opening hand. On a lucky day, 4H will make 5 opposite: xxx, Kxxx,
Ax, Axxx.
