MPs, at non vul, having already passed, 3H is clear.
Pass looks like a guarantee for a bad score, but then
who are the peers of a player who passed this
rock crusher, instead of opening 2H or 3H?

Change the vulnerability such that N/S are vul.
Then I would consider pass an LA (but would
still bid 3H).
