I would balance in with a double.
LHO has preempted in third seat which is his weakest position preempt.
I have some defense and a stiff spade.
Partner probably has some spades.
So 3Sx is probably going to be left in for a much better plus score.
If partner pulls the double to 3NT there is a chance of it making with
a fit in either red suit.
If partner pulls the double to 4C I can bid 4D and now partner knows I
have diamonds and hearts.
In short, if partner leaves the double in we are very likely to get a
great board and if partner can't leave the double in I have some outs
to avoid a disaster in many cases.
