Systemically, we don't know whether ALL hands with shortness go
through 2s, or whether ONlY game try hands go through 2s.

It is at least conceivable that 1h 2h 4c is a two suited slam try,
e.g.

where all opener needs for slam is a pointed ace, the king of hearts,
and 3rd round control of clubs.

If the 4c rebid IS a slam try auto splinter, then you may well be
right simply to accept the invitation since either minor suit
singleton works and it is unlikely that with 10 spades the opponents
have been silent.

But if 2s introduces all shortness showing sequences and the jump
rebid shows a second suit, then jumping to 4h risks missing slam when
opener is strong with the right singleton, whereas if opener bids on,
he risks finding responder with the wrong fit, e.g.
