with 4 card suits you are going to rebid NT at some level (unless your
shape 
is 4441) so it does not matter much, however opening 4 card majors does
have 
some pre-emptive value so many will open the higher of 4 card suits as
well.

with 5 card suits you will find it impossible to describe your hand if you

open the lower suit as you need to bid the higher suit twice to show 5 and

that absolutely promises 6 in the lower suit.  Also it is very valuable to

bid a 5 card major early in case the oppo find a fit and pre-empt you. 
Finally if you open the higher suit you can then bid the lower suit twice
to 
show 5-5 shape and achieve that at a lower level than you would be if you 
start with the lower suit and bid the higher one twice - this helps 
constructive bidding thereafter.
