It's probably better to anchor the double to a desire to defend
against Hearts (the known suit). This allows opener to try to penalize
the unknown suit in P/C situations.

If the responder's double shows hearts, it's pretty easy: passing the
3H bid is a force (probably asking for an assement of whether we can
get do better in 3NT than in defending 3HX). If Responder's double
shows "Unknown Defensive values" I would say that Opener's Double of
3C P/C would show LACK of a desire to defend clubs and thus be a
takeout (which Responder can override).

I'd say no, but you now have a good picture of where Responder's
defnsive values are located. I beleive that you have the usual "hack,
whack, or jump in the sack" choices.

If Responder's double just shows unknown defensive values, I think
that you have to use double as penalty (desire to defend) here. If
Responder's double specifically shows hearts, I think that double here
shows extras.

If 3NT is slam curious I'd want to bid it here. If Responder's values
aren't in diamonds, then you have mi***plained his bid or he has
forgotten your agreements. I think that we aren't going to defeat 3H
by enough to compensate for our missed slam. If 3NT isn't slam
curious, if you can get a cheap answer by using 4H exclusion or
whatever, use that. I suspect that we are going to be playing 6NT, if
I don't get a surprise in the XSF/Gerber/RKC/BW answers.
