Yes. Responder should not make this double unless you have the majority
of the points, and passing them at the three level will never be a good
score in those cir***stances.

Absolutely. His double expresses interest in defending, and his further
pass says he is willing to sit for a double of 3D if you've got it. With
a hand like xx KQTxx x Axxxx (on which double is a bit poor to begin
with), he will either bid before you get a chance to double, or pull
your double to something else.

Interest in defending. Partner asked me to help him double, so here I am
doubling for him. With extra values but poor defense, I just pass;
partner will bid again, or double, and then I can force to game.

Colors and scoring matter, since we are likely to have a game unless
diamonds are wide open. However, since partner's double shows some
values, we really ought to be able to take them to the cleaners in 3H.
My heart holding makes it very unlikely that partner can double, so I
will do it myself. His double says, essentially, that he is (at least)
willing to sit for a double, which should show something like Jxx or
better. So I cash two hearts and look for a way to partner's hand so he
can finish pulling declarer's trump.
