In the ACBL, it's 3NT or above beginning with Opener's second call.

This means that Responder's Splinters are alertable in time, but
splinters by Opener (except those below 3NT) are delayed.

Control bids that show high cards in a suit are considered natural,
but those that MAY show high cards OR shortness (at and above 3NT) are
delayed.

The most common delayed alert is some unusual form or use of Gerber or
Blackwood when it would be unexpected or unusual answers to it("San
Francisco"). Also exclusion ace inquiries and answers often set up
delayed alerts.

However, it is completely possible that you play some sort of delayed
4-level transfers after a 1C-1D-2NT rebid where the 1C opener wasn't
forcing or some variant of Puppet Stayman that gives 4-level rebids
(showing the other major or whatever).
