It is possible in my view to view it as Amber, but I would rule Red if
the OS were much beyond novice.  I learned on my second day of the
game [50 years ago] that this hand is worth 14 points in sup****t and
is a hand worth game.  Since then I learned that because there is
likely to be little or no duplication, it is worth more.  I cannot
imagine a peer not driving to game except to try to create a swing.
