This is rubbish.  It is absolutely not illegal to open a sub strength hand

and there is nothing in the rule book allowing the director to penalize
you 
for doing it unless he can show you have an agreement to do so.  I doubt
you 
have such an agreement (which is illegal), and in any case this hand is
only 
1 short of the RON and I think it is now a rule of 18 anyway so there is
no 
infraction.

If the hand was below the minimum allowed opening bid agreement the only 
option available to the director if he wants to penalize your side is to 
claim your partner fielded a psyche.  He then has to grade the field into 
red, amber or green.  Then he looks up what the procedure is for each
grade 
of fielded psyche.

It is possible in my view to regard the responding hand as an amber psyche

but I would expect most to regard it as green in which case there is no 
penalty unless there is evidence that you do this regularly in which case 
you open a whole can of worms that I will not go into.
